Purpose and scope
The Governance Spine is a public explanatory publication from Terra Vita Global B.V. It describes governance principles, architecture and review questions. It is not an operating environment for protected evidence or institutional decisions.
Authority remains with the responsible institution
This site does not approve, finance, regulate, certify, issue independent assurance opinions or replace institutional judgement. Formal decisions remain with the institutions and authorised people responsible for them.
Assurance has a bounded meaning here
The Assurance part of the editorial framework asks whether evidence, review scope, limitations and decision history can be reconstructed. It is not a representation that an external auditor has issued an opinion or that an institution has accepted a programme.
Human accountability
Software and AI may assist with extraction, organisation or analysis. Candidate findings need appropriate human review; assistance does not create a mandate or ratify an obligation.
Public and protected information
This release includes articles and public reference material. Internal playbooks, detailed review instruments, certification materials, implementation specifications and confidential programme evidence are not included.
Publication and revision
New material shows its preparation date. Archive material shows its revision date where applicable. No original publication date has been invented. Illustrative examples do not establish a real programme’s readiness or delivery status.
