A funding period and a community system do not necessarily run on the same timeline. An activity may have a clear completion date while maintenance, learning and local coordination continue.
The governance question is where those continuing responsibilities are recorded—and whether the people expected to carry them have agreed to do so.
Test the handover
Identify which obligations end with the project period, which continue, and which depend on further resources or approval. Do not describe a proposed handover as completed before its conditions are met.
Record the assumptions behind continuity, including capacity, recurring costs and the route for resolving problems after the original delivery team leaves.
A timeframe mismatch need not make a programme unworkable. It does need to be visible enough to manage.
