A value-chain map can describe production and delivery while leaving a different chain unclear: who creates evidence, who interprets it, who defines its permitted use and who may challenge it.
Look at the evidence rights
Who can contribute a record? Who can correct an error? Who can see the result of a review? Are the people represented by the data able to raise a concern through an appropriate route?
Look at the decision rights
Identify the authority for each material decision and the limits on that authority. Participation in delivery, ownership of a platform and responsibility for a review are not interchangeable roles.
This map is a way to examine governance arrangements. It does not presume that one institutional model is appropriate for every value chain.
